San Bernardino Invitational call for artist submittals of interest to create a site-specific memorial on the San Bernardino County civic campus.

Background

On December 2, 2015, a terrorist attack in the City of San Bernardino left 14 dead, 23 injured (including two law enforcement first responders), and innumerable others traumatized. The attack was a direct assault on County of San Bernardino (County) employees in the Department of Public Health’s Environmental Health Services Division. Local, state and federal public safety partners responded to the incident, killing the suspects within hours of the initial attack; two members of law enforcement were wounded in the shootout.

The County wishes to honor the victims of this senseless act of violence with a memorial. The December 2nd Memorial Committee composed of survivors, family of victims, County officials, and first responders is leading the effort to build a memorial. The County has retained Community Arts, Inc., a San Francisco-based arts organization, to assist the Committee by issuing an Invitational Call for Submittals to interested artists, designers, architects and creative teams.

A beautiful site on the San Bernardino County Civic Campus, with sweeping views of the San Bernardino Mountains, has been selected by the Committee as the site for the memorial. The Committee is seeking to commission an artist to create the site-specific artwork. According to the Memorial Committee’s mission statement, the artwork will:

To achieve these goals, the County has initiated an invitational call for submittals from interested artists.

Criteria for Submittals

The call is open to everyone. Artists or their representatives are asked to submit documentation of the following five items:

Submittals should consider the semi-arid environment of the County, the state-wide goal of water conservation, public safety and Americans with Disabilities Act (ADA) accessibility.

The County is not obligated to pay any costs incurred by artists in the preparation of the initial submittal and all participants agree that all costs incurred in developing the initial submittal are the artist’s responsibility.

Timeline

Submittals of interest from artists and architects begin May 14, 2018 and are due by 5:00 p.m. on July 16, 2018, through Slideroom at https://community-arts.slideroom.com.

In early September, five artists will be chosen from the submissions. The selected artists will be commissioned to develop and submit detailed proposals and maquettes for which they will be paid $5,000. Based on the criteria established by the Committee and advisory team, a finalist will be chosen by the end of 2018.

This Invitational Call for Submittals does not commit the County to award a contract. The County reserves the right to reject any or all submittals if it is in the best interest of the County to do so. The County also reserves the right to terminate this process at any time.

About the San Bernardino Civic Campus

Site Plan

The San Bernardino County Government Center is located at 385 N. Arrowhead Avenue in San Bernardino. Construction was completed in 1984 and sits on approximately 4.5 acres of land. Several years ago, the County began construction of various campus improvements to help improve upon the Government Center’s current campus environment, meet current ADA requirements and comply with water conservation requirements. In January 2017, the following items were completed including replacement of the existing landscaping with drought tolerant vegetation; a Monument Wall at the intersection of N. Mountain View and Fourth Street; ADA compliant ramps and walkways; meandering decomposed granite pathways at the east and west sides of the Government Center; and various site lighting and site furnishing improvements.

Currently construction is ongoing to improve vehicular and pedestrian traffic flow at N. Mountain View and Fourth Street. This includes repaving Mountain View and Fourth Street, various landscape improvements, a traffic calming circle at the intersection of N. Mountain View and Fourth Street, defined pedestrian street crossings, ADA compliant ramps to employee parking, energy efficient street lighting, and site drainage improvements. These improvements are anticipated to be completed in November of 2018.

The Site

A 40,000 sq. ft. site on the civic campus has been selected for the memorial. Below are some recent photos and a site plan.

The site is open to the public 24 hours a day, 7 days a week. If you are interested in a tour of the site, please indicate that in your submittal.

The Budget

The County has allocated an artist commission fee of $850,000. Additional funds will be allocated for site preparation and installation in consultation with the artist.

County Support Services

San Bernardino County will assist the artist with administrative services, providing guidance and counsel throughout the process.

The County will separately procure all required construction/public works items for the completed memorial such as electrical, plumbing, and foundations. The cost, quantity, and extent of these items, including applicable prevailing wage requirements, should be included in the detailed proposal submitted by the finalists.
